This ordinance is listed close to the end of the day.  We had been promised first up but this did not happen.

Last time we got out of there at 7:30PM.

The main problems with this ordinance for the Hobby breeder who shows their dogs and sells occassional litters of puppies are:

1)  one neighbor complaint can lead to revocation and forced neuter/spay.

2)  Age is 4 months.  Too young to evaluate and while showing one time in a year is allowable for a registered dog not to be neutered, there is nothing in there that I see that says how much time you have to get in that one show.  Also people who you sell show puppies to in the County would have  very little time to think about what they want to do with that puppy.

3)  Medical excemption requires the vet to state that there is great probablity of risk to have this surgery and then give a date when the risk would be acceptable.  This would actually be open to very few people with this wording.

4)  Again, enforcement will foremost be directed towards owners who are licensed already.  The dogs running loose, backyard breeders that are not already licensed (most are not) will not be touched by this as that would take ENFORCEMENT, which AC&C is not known for doing.

5)  This ordinance also requires notifying AC&C with the puppy purchasers name and address.

Otherwise, if you show your dogs and raise the occasional litter you have nothing to fear from this.  It is liveable.  Much better than the previous BSL ordinance that was very punitive.  

I think it still needs work.  Enforceing the Leash Law would go along way to help overpopulation.  More important for overpopulation is Education of the public to dog training and responsiblities.  I have walked the aisles of our shelters.  It is filled with young adult dogs who once belonged to people and looks like when they became a problem the people turned them in and probably got new puppies to ruin.
