Dog Behavior Experts Say Banning Breeds Is Unfair

LOUISVILLE, Ky. -- Dog behavior
experts have told a Louisville Metro Council subcommittee that banning
specific breeds of dogs is unfair and an ineffective way to protect
people from dangerous animals.
The subcommittee is listening to testimony from animal experts as it
tries to make the city's controversial animal control ordinance better.
The focus is on how the ordinance relates to dangerous dogs.
The subcommittee is scheduled to meet at least three more times before
making any recommendations to the Public Safety Committee. Approval
there would send the recommendations to the full council.
The council considered banning specific breeds when it passed an
ordinance in December, but settled for higher dog license fees for
animals that are not spayed or neutered.
The immediate past president of the Kentucky Veterinary Medical
Association told the panel that 20 years ago before anyone ever heard of
a pit bull, it was Rottweilers who got the bad publicity.
Butch Schroyer added that before that, it was German shepherds. The
Lexington veterinarian said the pit bull is the most common dog in
America. He suggested leash laws and containment as the proper way to
proceed.
