Andalucía is to be the first Spanish region to “specifically” ban people from keeping certain wild, exotic or poisonous animals at home as pets, in an attempt to do away with the existing “legal vacuum” in the benefit of public safety. This will be penalised by fines of up to 15,025 euros. Furthermore owners of as many as 15 breeds of dog will have to fulfil certain requirements.
 
The Andalusian decree regarding the Ownership of Potentially Dangerous Animals includes 15 breeds of dog, whose owners must comply with certain conditions.
 
These include taking out a civil liability insurance policy for any personal or material damage the dog might cause, with coverage of no less than 175,000 euros per incident. The breeds in question are: Pitt Bull Terrier; Staffordshire Bull Terrier (American Staffordshire Terrier);
Rottweiler; Argentine Dogo; Fila Brasileiro (Brazilian Mastiff); Tosa; Akita; American Pitbull Terrier; Bullmastiff; Doberman; Dogue de Bordeaux (French Mastiff); Tibetan Mastiff; Neapolitan Mastiff; Presa Canario and Presa Mallorquín (Ca de Bou).
 
Licences for these dogs, processed by the town halls, will only be awarded to people over the age of 18, who have not been convicted of certain offences and who have a physical-psychological certificate, obtainable in the same medical centres that carry out medical tests for drivers.
